What is the scene of younger / single people who live on the Cape? I suggest that you take a look at Plymouth, its an easy commute to the Cape and has great restaurants, nightlife & music.
I'm neither very young nor single so I can't speak to that but given that you are outdoorsy, not into the bar scene and seem to love your dog, you will have no trouble meeting like minded people.
Only irresponsible dog owners will raise the ire of the local police.
